HEAVEN's cities are central to the success
of the project. They will demonstrate how HEAVEN will work
in practice and how it will contribute to improved transport
planning and a cleaner environment.
They will also play a central role in defining
the scope and nature of the HEAVEN application (the decision
support system), the needs it will meet, and the information
it delivers. This will be based to a large extent on a User
Needs Analysis conducted during spring 2000. For each city
the survey will prepare and examine:
- individual city profiles;
- transport infrastructure and traffic
levels;
- environmental impacts of transport;
- user information needs;
- key areas of system functionality, and;
- driving forces such as legislation.
An examination of these areas will help ensure
that all user-needs are met by the HEAVEN application. Brief
summaries regarding the system functionality are now available
for Berlin,
Leicester,
Paris, Prague,
Rotterdam
and Rome.
HEAVEN's Decision Support System will be
developed, tested and implemented by these cities together
with the relevant agencies (transport, health and environment).
Air, traffic and noise information will become central parts
of the decisionmaking process. As a result, both real-time
traffic management and long-term strategy planning will be
supported by HEAVEN.
HEAVEN's monitoring information and future
transport strategies will also be made available to the public
via message boards, the Internet
and so on. In this way, citizens can begin to connect with
city administrations, understand their responsibilities, and
become more involved in the decisionmaking process.
Through the involvement of all stakeholders,
this will ensure a sustainable approach to urban environmental
problems, leading to a Healthier Environment through Abatement
of Vehicle Emission and Noise.
